The health emergency bill, detailing the provisions limiting to 100km any trips and reserving the access to public transportation to people proving the necessity to go to work, not being announced in time for this Monday May 11th, the new certificate for trips beyong 100km is available, you can download it from the Secretary of the Interior's website or use it on your smartphone.

A new version of the derogatory trip certificate has been released in the Journal Officiel on May 21, 2020 with a new deorgatory reason: "trips related to moving out resulting from a change of residence and necessary trips to purchase or rent a property not subjet to adjournement".
This Thursday May 7th, the government presented the deconfinement plan to the French. As for trips, starting from May 11th, said to be the start of containment exit, Secretary of the Interior Christophe Castaner wanted to add details to some statements.
First as for the limit of 100km allowed for trips from May 11th announced first this past April 28th by Edouard Philippe at the National Assembly: the 100km authorized are calculated as the crow flies. Note that within your home department, there is no distance limit. The 100km-limit is only applied to trips outside your home department.
“As for longer trips, the necessity to limit the propagation of the virus forces us to set to 100km all trips, excluding pressing business and family matters. For the record, a business reason is for instance that your job requires mobility (truck drivers). As for the pressing family matter, it could be a death or helping someone vulnerable. These 100km are calculated from an as the crow flies base from the usual home address. Yet, I want to say this limit does not apply if you do not leave your home department. Driving over 100km within your home department remains possible without limit” Christophe Castaner says.
The Secretary of the Interior also said a new derogatory trip certificate will be required to go over 100km from your home. It will be available online very soon: “to enable the 100km rule control, a new certificate will be released”.
Starting from May 11th, “the freedom of moving will resume and it will be possible to go out without a certificate, no matter the department you line in, excluding Mayotte” the Secretary of the Interior said.
