Electric scooters in Paris: the City Hall votes for new control measures

Paris City Hall wants to limit the number of free-floating bicycles, motorcycles and electric scooters and voted for measures during the Conseil de Paris this Wednesday April 3, 2019. Fine for users who don’t respect road safety rules, delimitation of parking areas, license-fee for companies, here’s what about to change.

It’s been several weeks now that the Paris City Hall tries to control free-floating motorcycle, bicycle and scooter users. We must say that the coming of new light shared transport companies in Paris has been very quick without giving us the time to understand how.

In barely 3 years, we saw over 15,000 bicycles, motorcycles and scooters to use freely, after paying with a few clicks on an application… If the idea is praiseworthy (we remember how hard it was to park our Vélib on already-packed or unusable terminals), we must say that drifts didn’t take long to happen.

Scooters abandoned in the middle of the sidewalk, bicycles brought up the buildings upper floors, without speaking of the motorcycles riding on the sidewalk… we concede it, companies have nothing to see with how unrespectful some users can be, but the City Hall is scared of more drifts and accidents with the 40,000 machines announced for the next few months by operators.

So, Paris City Hall took some measures to slow the increase of this activity announced on March 21, 2019 and voted during the Conseil de Paris this Wednesday April 3, 2019. Fine for users not respecting the road safety rules, delimitation of parking areas, license-fee for companies, here are the new rules to respect.

  • Electric scooter users riding on sidewalks lay themselves open to a €135 fine,

  • Parking scooters disturbing the pedestrian traffic will lead to a €35 fine. To give an effective answer, the city of Paris will create specific parking areas, 2,500 spots at first and the long-term aim is to make parking in these areas mandatory!

  • Companies will have to pay a license-fee per machine deployed in Paris. Rates go from €20 for an electric-assisted bike to €156 per motorcycle for major operators (including over 3000 machines in Paris).

As for motorcycle companies in 2018, the 9 companies providing free-floating electric scooter renting in Pairs are invited to sign a charter of good practice by late May 2019.
