Deconfinement phase 2: prefects allowed to re-confine

As France is entering phase 2 of its containment exit, a decree officializes the principles of this new step in the fight against the coronavirus epidemic. It focuses on how to re-confine if need be.

Starting from June 2, France officially enters the second phase of its deconfinement. Starting from that day, rules are changing again in the country that is mostly green, excluding three regions in orange. Following the statements of Prime Minister Edouard Philippe in his address on Thursday May 28, 2020, a decree has been released on Monday June 1st in the Journal Officiel, officializing measures of the second step of the containment exit.

In this decree, we find all principles announced by the Prime Minister such as the reopening of stores or the ban of gatherings over 10 people, and additional measures such as the maximum price of hand sanitizer for instance.

The decree also tackles re-confinement measures. The departmental prefect is allowed to set up restrictive measures again “if the evolution of the situation justified it, and to fight against the spread of the virus”. So, according to the evolution of the coronavirus epidemic in the department he manages, the prefect can apply again the 100km rule, close establishments, and stores, and ban markets. Yet, derogatory reasons as for measures limiting trips remain the same as those on the derogatory trip certificates.
